In Psalm 68, a clear contrast is shown between 饾悩饾悶饾悺饾惃饾惏饾悮饾悺, who was riding on the 饾悺饾悶饾悮饾惎饾悶饾惂 饾惃饾悷 饾悺饾悶饾悮饾惎饾悶饾惂饾惉 and dwelling among the angels, and 饾悩饾悮饾悺, who is revealed to be riding upon the 饾悵饾悶饾惉饾悶饾惈饾惌 饾惄饾惀饾悮饾悳饾悶饾惉 of the earth.
This was obscured when scribes replaced 饾悩饾悶饾悺饾惃饾惏饾悮饾悺 with Adonay, rendered "The Lord" instead of "The LORD" [all caps = 饾悩饾悶饾悺饾惃饾惏饾悮饾悺].
Sing unto Elohym, ye kingdoms of the earth; O sing praises unto Selah: To him that rideth upon the (Eastern) 饾悺饾悶饾悮饾惎饾悶饾惂饾惉 饾惃饾悷 饾悺饾悶饾悮饾惎饾悶饾惂饾惉, which were of old; lo, he doth 饾悞饾悇饾悕饾悆 饾悗饾悢饾悡 饾悋饾悎饾悞 饾悤饾悗饾悎饾悅饾悇, 饾悁饾悕饾悆 饾悡饾悋饾悁饾悡 饾悁 饾悓饾悎饾悊饾悋饾悡饾悩 饾悤饾悗饾悎饾悅饾悇. Psalm 68:32-33
饾悩饾悮饾悺, 饾惌饾悺饾悶 饾惎饾惃饾悽饾悳饾悶 饾惃饾悷 饾悩饾悶饾悺饾惃饾惏饾悮饾悺, is riding upon the desert places in contrast to 饾悩饾悶饾悺饾惃饾惏饾悮饾悺 riding upon the heavens.
So it should read deserts, not heavens:
Sing to Elohym sing praises to his name; extol him that rideth upon the (western) 饾悵饾悶饾惉饾悶饾惈饾惌饾惉 by 饾悋饾悎饾悞 饾悕饾悁饾悓饾悇 饾悩饾悁饾悋, and rejoice before him. Psalm 68:4
Why deserts?
...but the rebellious dwell in a Psalms 68:6
Dry land = desert. The rebellious dwell in a dry, thirsty desert without hope. So 饾悩饾悶饾悺饾惃饾惏饾悮饾悺 sent forth 饾悩饾悮饾悺, the voice and word of 饾悩饾悶饾悺饾惃饾惏饾悮饾悺, to the desert.
Psalms 68:18
Same as Yeshua said:
I am not come to call the righteous, but Matthew 9:13
I am not sent but unto the 饾惀饾惃饾惉饾惌 饾惉饾悺饾悶饾悶饾惄 of the house of Israel. Matthew 15:24
For the son of man has come, so he can seek and 饾惁饾悮饾悿饾悶 饾悮饾惀饾悽饾惎饾悶, those who are 饾悑饾惃饾惉饾惌. Luke 19:10 Peshitta
饾悩饾悮饾悺 饾悳饾悮饾惁饾悶 饾悷饾惃饾惈饾惌饾悺 饾悷饾惈饾惃饾惁 饾悩饾悶饾悺饾惃饾惏饾悮饾悺 out of heaven to ride upon the deserts, to bring the 饾悑饾悽饾惎饾悽饾惂饾悹 饾悥饾悮饾惌饾悶饾惈饾惉 to the rebellious dying of thirst.
Again:
The chariots of Elohym are twenty thousand, even thousands of angels: 饾悩饾悶饾悺饾惃饾惏饾悮饾悺 饾悽饾惉 饾悮饾惁饾惃饾惂饾悹 饾惌饾悺饾悶饾惁, 饾悮饾惉 饾悽饾惂 饾悞饾悽饾惂饾悮饾悽, in the holy place. Psalm 68:17
Above: 饾悩饾悶饾悺饾惃饾惏饾悮饾悺 among angels in heaven. Below: 饾悩饾悮饾悺 饾悇饾惀饾惃饾悺饾惒饾惁 among men on earth.
This is the fulfillment Paul expounds:
But unto every one of us is given grace according to the Ephesians 4:7
Ephesians 4:8 [Psalm 68:18]
...What is it but that he also Ephesians 4:9
There Yah preached to spirits in prison (1 Peter 3:19) and took
Then Yah ascended, took back His body, and as Comforter (1 John 2:1) had to go away so the 饾悅饾惃饾惁饾悷饾惃饾惈饾惌饾悶饾惈, 饾惌饾悺饾悶 饾悞饾惄饾悽饾惈饾悽饾惌 饾惃饾悷 饾惌饾惈饾惍饾惌饾悺, could come - and send the gift in Psalm 68:18 given by measure.
All for this purpose:
